Two-day Regional Conference on Good Governance Practices concludes at Srinagar

Srinagar : PIB; The two-day Regional Conference on “Replication of Good Government Practices” concluded at the Sher-e-Kashmir International Convention Centre today. The Conference was organized by the Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions in collaboration with Jammu and Kashmir Administration.

The proceedings of the second day of the Conference consisted of five sessions in addition to the valedictory session at the end. The sessions were themed around administrative innovations at Centre, State and District levels, innovations in Swachh Bharat Mission, Aspirational Districts Program and Annual Credit Plan. A special session on Administrative Innovations in Jammu and Kashmir was also conducted to showcase the work done in the union Territory.

During the Valedictory session, the Conference unanimously adopted the Behtar Nizam e- Hakumat – Kashmir Aelamia outlined below after extensive deliberations during the sessions held over two days. The Regional Conference resolved that the Government of India and the Participating State Governments and the Union Territory of Jammu & Kashmir shall collaborate to:

ANNOUNCEMENTS:

  1. The DARPG shall collaborate with Government of Jammu & Kashmir in developing a District Governance Index on the lines of the National Good Governance Index based on outcome and output indicators for improving the efficiency of Good Governance across Districts.
  2. The DARPG shall collaborate with Government of Jammu & Kashmir for conducting capacity building programs for 2000 civil servants in Governance practices.
  3. The DARPG shall collaborate with Government of Kashmir to conduct one National level conference and one Regional Conference in the period 2021-22. For the Union Territory of Jammu & Kashmir:
  4. To strengthen the sustained efforts to develop the Union Territory of Jammu & Kashmir as a model of administrative excellence using digital technology in implementation of welfare state programs;
  5. To continue the sustained efforts for transparent, accountable, efficient and people-centric administration in the Union Territory of Jammu & Kashmir by promoting Jan Bhagidari;
  6. To refine, consolidate and document the successful good governance initiatives of the Union Territory of Jammu & Kashmir like Back to Village Scheme and JK-IGRAMS for national dissemination;
  7. To replicate the innovations and best practices in successful national governance so as to improve the ease of living and provide a clean and transparent people centric governance to the UT of Jammu & Kashmir;
  8. To continue the efforts for promoting e-Governance by use of e-Office and adopt version 7.0 and move towards paperless Secretariat in the Union Territory of Jammu & Kashmir;
  9. To continue the efforts for capacity building and personnel administration by formulating mid-career training programs and specific need based training programs for officials of the Union Territory of Jammu & Kashmir by collaboration between the National Centre for Good Governance, the Institute of Management and Public Administration (IMPARD) and the Indian Institute of Public Administration, J&K regional branch;
  10. To enable enhanced efficiency in decision making in the Government of the Union Territory of Jammu & Kashmir by process re-engineering, improved skill base and using technology as a force multiplier.

The Advisor to Lt. Governor J&K, Shri R. R. Bhatnagar, Additional Secretary, DARPG, Government of India, Shri V. Srinivas, Secretary, DAR&PG, Shri Sanjay Singh, DG, IMPARD, Shri Saurabh Bhagat, Joint Secretary, DARPG, Shri NBS Rajput and other delegates were present during the Valedictory session.

Addressing the participants, Sh Bhatnagar urged upon the participants and all civil servants to have a problem solving approach and make the common man the centre of all activities. He emphasized the role of feedback and accountability in problem solving and said that if these are combined with accountability and transparency, desired outcomes can be achieved.

Shri Bhatnagar said that every civil servant has unique challenges when it comes to dealing with people’s expectations and a people centric approach, which assures participation of those who we are working for, can help in achieving better outcomes. He added that civil servants have to be innovative and ready to accept change and be a change agent.

Sh NBS Rajput, Joint Secretary DARPG delivered the welcome address of the valedictory session while Sh Saurabh Bhagat, Director General Institute of Management, Public Administration and Rural Development proposed the Vote of Thanks.

The Conference was inaugurated by Dr Jitendra Singh, Hon’ble Minister of State (Independent Charge) Development of North Eastern Region, MoS PMO, Personnel, Public Grievances and Pensions, Department of Atomic Energy and Department of Space yesterday.

The Conference was attended by over 750 delegates from 10 states and Union Territories through semi-virtual mode. The aim of the Conference was to bring national and state level organizations on the same platform to share their experiences in diverse fields such as Administrative Innovations, Welfare Programmes, Digital Governance, Citizen Centric Governance and Capacity Building and Personnel Administration among others.
