SRINAGAR: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a case against Riyaz Ahmad Parray, a retired Superintending Engineer of the Public Works Department (PWD), for allegedly amassing disproportionate assets during his service. The probe revealed that Parray owned properties in Srinagar, Jammu, Delhi, and other locations, along with assets worth crores, far exceeding his known sources of income.
“It was found during probe that the accused public servant has intentionally enriched himself illicitly during the period of his office & the expenditures incurred and the value of assets acquired/raised by the accused during service period have been found prima facie disproportionate to his known sources of income. Accordingly, a Case FIR No. 01/2025 under section 13 (1) (b) r/w 13 (2) of Prevention of Corruption Act 1988 (As amended in 2018) was registered at PS ACB Baramulla against the accused Riyaz Ahmad Parrey, retired Superintendent Engineer, PWD (R&B) and the investigation of the case was initiated.”
“During the course of investigation search warrants were obtained from Hon’ble court and searches were conducted at all locations inside as well as outside UT of J&K at Delhi, Jammu, during which various incriminating documents related to property acquisition were collected and seized in presence of independent witnesses.”
ACB said as per Kashmir Dot Com that the investigations revealed that Parray acquired properties, including a 3 BHK flat in Greater Kailash, Jammu, another 3 BHK flat in Chhatarpur Enclave Phase 2, Delhi, houses at Residency Road Jammu, Hygam Sopore, and a palatial house at Bagh-e-Mehtab Srinagar. He also owns a shopping complex in Hygam Sopore housing business establishments, including a J&K Bank branch, along with four additional shops in Hygam.
According to ACB, the assets further include land measuring 2 kanals at the National Highway Baramulla in Bulgam, 17 kanals and 9.5 marlas in Dodan Hygam Baramulla, and 2 kanals and 9 marlas in Kaidub Hygam Baramulla. He also possesses vehicles, including a TATA Safari, Hyundai i10, WagonR, and a John Deere tractor. Financial holdings involve five fixed deposits amounting to ₹88 lakh in J&K Bank and HDFC Bank, insurance policies worth ₹35 lakh, and health insurance policies worth ₹10 lakh. Significant expenditures were also made on bank loan repayments. Further investigation is underway. (KDC)
