Srinagar, Nov 1 : The All India Medical Students Association (AIMSA), through its Jammu and Kashmir Vice President Dr Mohammad Momin Khan, has expressed strong concern over a recent notice issued by the Jammu and Kashmir Medical Council (JKMC) regarding the duration of the Compulsory Rotating Medical Internship (CRMI) for Foreign Medical Graduates (FMGs).
In a formal representation addressed to the President and Registrar of the J&K Medical Council, Dr Momin Khan urged the authorities to withdraw or reconsider the notice dated October 30, 2025, which he said was based on a misinterpreted clarification issued by the National Medical Commission (NMC).
The AIMSA argued that the JKMC’s order had relied on a case-specific communication from the NMC to the Andhra Pradesh Medical Council concerning Uzbekistan graduates, and that it was not a general guideline applicable to all FMGs. “Applying it universally is both factually incorrect and legally untenable,” the letter stated.
Dr Momin Khan said the retrospective implementation of such an order without prior notification or a transition period would cause “undue hardship” to hundreds of foreign medical graduates currently undergoing internship in J&K. “The move violates the principles of fairness and legitimate expectation,” he added.
The AIMSA requested the Council to maintain the one-year CRMI duration applicable to preceding and succeeding FMG batches, ensuring uniformity and justice in line with previous regulations.
Pertinently, the J&K Medical Council recently released a provisional merit list for FMG candidates undergoing CRMI (second batch 2025), noting that the final allocation will depend on official approval from the Health Department. The Council has invited objections, if any, by November 4, 2025, up to 5:00 pm. [KNT]
