Kulgam, July 31: The third quarterly meeting of the Under Trial Review Committee (UTRC) for the year 2026 was held on Friday at Rest House Chawalgam, Kulgam, under the chairmanship of Mr. Aijaz Ahmed Khan, Principal District and Sessions Judge and Chairman, District Legal Services Authority (DLSA), Kulgam.
The meeting was convened as per the approved schedule for conducting UTRC quarterly meetings for 2026 issued by the Hon’ble Executive Chairman, National Legal Services Authority (NALSA), and endorsed by the Member Secretary, Jammu and Kashmir Legal Services Authority.
Among those present were Additional Deputy Commissioner Kulgam Mr. Vikar Ahmed Giri, Secretary DLSA and Sub Judge Mr. Mir Sayeem Qayoom, Chief Public Prosecutor Mr. Rafi Ahmad Mir, Chief Medical Officer Dr. Shawkat Hussain, Additional Superintendent of Police Kulgam Mr. Mohammad Aftab Awan, Chief Legal Aid Defence Counsel Ms. Roshan Aara, Assistant Legal Aid Defence Counsel Mr. Sheikh Saqib Ansari, and other stakeholders.
During the meeting, the Committee reviewed the cases of under-trial prisoners lodged in various jails in accordance with the guidelines of the Hon’ble Supreme Court of India and the Standard Operating Procedure (SOP) issued by NALSA. The Committee thoroughly examined the data received from the concerned Jail Superintendents, taking into account factors such as the age, gender, and health status of the inmates.
A total of three under-trial cases falling under different categories were deliberated upon in detail. After careful consideration, the Committee did not recommend any case for release on bail during the present review meeting. The Committee reiterated its commitment to ensuring timely and fair review of eligible under-trial prisoners in accordance with the law and the established legal framework.
