Srinagar, Oct 15 : The Jammu and Kashmir Labour and Employment Department has issued a clarification over video clips from a review meeting circulating on social media, even as the All J&K Junior Scale KAS Association (AJJSKA) condemned alleged verbal abuse of a senior female officer during the meeting.
The meeting was chaired by Secretary, Labour and Employment Department, Rajeev Ranjan on October 14, 2026 from 3:00 PM to 6:00 PM at Civil Secretariat, Srinagar.
In a statement issued by the Office of the Interim-President, AJJSKA said a senior female JKAS officer of 2015 batch was subjected to verbal abuse, personal insults and public humiliation during the departmental review meeting.
The fraternity said many officers of the department, including Ms Beenish Wani, joined the meeting virtually despite being on leave due to a fracture.
“While the Fraternity unequivocally upholds administrative accountability and performance monitoring, it maintains that no supervisory authority can justify abusive language, intimidation or such misconduct that undermines the dignity of a serving officer,” the statement said.
AJJSKA alleged that this is not an isolated incident and the officer has a pattern of using unparliamentary and demeaning language in official capacity.
“The reported leave status of an officer cannot, by itself, disprove the authenticity of a recorded virtual meeting. Declaring the footage fabricated without a transparent and independent technical examination risks misleading the public and shifting attention away from the substantive issue of conduct and workplace dignity,” it added.
The fraternity demanded an impartial inquiry into both the original incident and subsequent departmental clarification, and that no retaliatory action be taken against the affected officer. It demanded a public apology from the Secretary, proceedings for misconduct against him for misbehaving with a fellow officer and for misusing his office to issue a false statement, and implementation of zero-tolerance policy towards such behaviour.
It warned that if immediate corrective measures are not taken, AJJSKA shall resort to a Pen-Down Strike and pursue legal remedies.
Meanwhile, the Labour and Employment Department in its clarification said selectively edited, unverified video clips from the review meeting are circulating on social media without full context.
The Department said the extensive review meeting focused on assessing departmental performance across all 20 districts and complete recording of the meeting is available with the National Informatics Centre (NIC).
During deliberations, the Chair emphasised high expectations associated with Mission YUVA and urged district officers to work with dedication, responsibility and commitment for effective implementation of the mission, the statement said.
The Department reiterated that mutual respect, discipline and professional decorum are essential in official interactions and that provocative remarks and inappropriate language have no place in administrative engagements.
Expressing regret over the developments, it said circulation of selectively edited clips by certain social media handles without complete context was a matter of concern and that selective editing of internal discussions may create a misleading impression.
It said the matter would be taken to its logical conclusion as per rules and appealed to media and public to refrain from sharing unverified and sensationalised content.
It reiterated its commitment to youth empowerment and effective implementation of Mission YUVA.(GNS)
