Srinagar, Nov 12: Ahead of the winter season, the government has formulated an action plan to deal with any eventuality, directing the power department to publish the curtailment schedule in the valley at earliest and also gear up to deal with the possible eventualities in the season.
The concerned departments, as per the news agency—Kashmir News Observer (KNO), have been asked to ensure strict implementation of priority wise action plan approved by the Administrative Council with regard to snow clearance.
“The chair directed that the priority wise action plan approved by the Administrative Council with regard to snow clearance shall be implemented in letter and spirit, without any deviation. Further, DCs & line departments, R&B, SMC, ULB etc shall caution the people not to throw the snow on the roads through notifications/IEC,” reads the Minutes of Meeting, chaired by Divisional Commissioner, Kashmir, P K Pole on 29-10-2021.
“Chief Engineer PW (R&B) Kashmir, Kashmir while appraising the chair about the status of preparation has informed that snow clearance plan for 8036 Kms have been formulated and put to tendering. Further, he informed that the tendering process shall be completed 15-11-2021. The chair directed that a brief tabulated information regarding the status of preparation/tendering/plan be shared with Divisional Commissioner Kashmir office at an earliest, moreover the tendering process shall be completed in all respects by or before 07-11-2021,” it added.
“Chief Engineer of MED informed that the department is clearing snow from 8663 kms of road length. He further informed that men and machinery of his department are ready’ to face the eventuality of snow eventuality as various roads across Kashmir have been cleared during the snow fall on 23-10-2021. He has informed that the whole Kashmir Division has been divided in three zone, viz, North, Central and South Zone where 211 No” of machinery has been distributed judiciously,” it said.
“Further, it has been informed that in order to cope up the deficiency of drivers in the department, recruitment has been recently made through SSRB and the orders of appointment in their favour, is expected within the shortest time. Newly recruited drivers shall be given training about the machinery well in advance. SRTC shall be approached for the deputation of drivers, preferably those drivers who were on the job in the recent past years,” it added.
Moreover, Chief Engineer, KPDCL Kashmir has informed that additional, buffer stock of transformers, conductor and Pole have been earmarked and will be ensured its availability. “Moreover, transformers have been already deployed to advance areas.”
The chair directed him to ensure submission of detailed priority wise action plan/list as directed by Lieutenant Governor in winter preparedness meeting. Further, the notification with regard to curtailment scheduled in the valley shall be published, it said, adding that the information with regard to buffer stock of transformer, conductor and pole shall be shared with this office.
“The branch cutting shall be completed within a week positively.”
“The stocking of Fuel, poles, conductors, transformers, spare parts, availability of DG sets etc at snow cut-off areas of Gurez, Keran, Machil & Karnah etc shall be completed within two days. Further, the details in this regard shall be shared with this office by CE KPDCL within three days,” it added.
The stocking of pol/fuel, transformers, poles, conductors etc shall also be done in the snow bound areas (the list be had from FCS&CA) within two weeks positively. All the workshops shall work in double shifts and in this regard orders shall be issued and shared with this office, the Minutes of Meeting reads.
Chief Engineer, KPDCL shall provide buffer stock of distributing transformers to Deputy Commissioner Kulgam & Shopian for their utilization in upper areas of D.H Pora/Khull/ D.K Marg/Manzgam areas in Kulgam district and upper reaches of Shopian.
Meanwhile, Divisional Commissioner, Kashmir further directed KPTCL, Power Grid/ Stertlite to be fully prepared for the emergency restoration system in case of any eventuality and tower/line break down.
Further, he directed Chief Engineer KPTCL to attend this office along with Div. Head of Power Grid and Stertlite for further discussion into the matter.
“Joint inspection teams of Revenue, PDD, Police shall be constituted who shall conduct market checking and ensure no crude heating equipment is available for selling, moreover such equipments available in the market shall be seized and sellers shall be confiscated,” it added.
“All the Deputy Commissioners shall issue the orders with regard to ban on sale, purchase and use of Microme Coils and other such materials. Besides, wide publicity shall be given to general public in this regard,” he said—(KNO)
