Promotion of non-gazetted employees: Govt pulls up CEOs for not conducting meetings

Srinagar, Jun 10 : The government on Thursday said that the Chief Education Officers (CEOs) of Kashmir division were not conducting the meetings regularly to promote the non-gazetted employees under the district level Departmental Promotion Committee (DPC) constituted earlier.

As per the official communiqué of the School Education Department, a copy of which lies with the news agency—Kashmir News Observer (KNO), the department under the SRO-785 and 786 has re-categorized the various cadres as UT, Divisional and District Cadres.

The department in a communiqué has said that a DPC for divisional and district cadre posts were re-constituted in January-2020 and the Directorate of School Education Kashmir (DSEK) has issued an circular on February-2020 with the directions to all CEOs to ensure cadre management of district cadre posts including their seniority and promotion at district level as per the government orders.

It also states that on May-24-2021, the government had nominated the representatives from the School Education Department to attend the meeting of district level DPC.

The communiqué reads, “DSEK has received a number of representations from non-gazetted employees of the School Education Department requesting for conducting meetings of district level DPCs.”

“It has been noticed that meetings are not being conducted regularly, thereby hampering and delaying promotion prospects of eligible incumbents,” the government said.

In view of the issue, the School Education Department directed the CEOs of Kashmir division to take necessary steps for conducting the meetings of district level DPCs of non-gazetted employees—(KNO)
