Srinagar, July 25: Jammu and Kashmir government has sanctioned re-validation of un spent funds around Ra 3 crore 71 lakh under Centrally Sponsored Scheme Capacity Building for trauma care facilities in Government hospitals on National Highways for its utilization during current financial year 2022-23.

As per order issued by Manoj Kumar Dwivedi Principal Secretary to the government, Health and Medical Education Department, a copy of which lies with news agency—Kashmir News Observer (KNO), around Rs 1 crore, 3 lakh and 8334 have been kept at disposal of Principal GMC Anantnag while as 2 crore 67 lakh and 24000 have been kept at disposal of GMC Jammu.

“Sanction is hereby accorded to the re-validation/ release of Rs. 371.07334 lakhs (Rupees Three Crore Seventy One Lakh Seven Thousand Three Hundred Thirty Four) only, un-spent balance of 2021-22, in favour of Principal, Government Medical College, Anantnag and Director, Health Services, Jammu under centrally sponsored scheme “Capacity Building for Trauma Care Facilities in Government Hospitals on National Highways” for its utilization during the current financial year 2022-23,” reads the order.

The order further reads that the re-validation/ release of funds as per order shall be subject to the conditions that the expenditure shall be made strictly as accordingly to the classification under which funds have been authorized by the Finance Department, treasury Officers shall not entertain bill without complete classification under which funds have been authorized by the Finance Department, DDO shall complete all the codal formalities before presentation of bills at the Treasury, Treasury Officers shall not allow parking or drawl of funds in the Civil Deposit without the prior concurrence of the Finance Department, the concerned HODS shall submit status report about the scheme in terms of physical and financial progress made during the current financial year, the Utilization Certificates of the funds shall be submitted as early as possible and positively before 31-03-2023 to GOI under intimation to H&ME Department, All sanctions /approvals and clearances shall be in place before drawl of money from the Treasury, Director Finance, H&ME Department shall vouchsafe the availability of funds on BEAMS Portal and accordingly release the funds to the concerned, The expenditure shall be incurred strictly as per the guidelines of the scheme and the conditions laid down in the sanction letter of the Ministry of H&FW, GOI. File No.HD-Plan/123/2022-02-Health and Medical Education and the funds shall not be available for re-appropriation/ diversion at any level—(KNO)
