Why LG Manoj Sinha Terminated Two J&K Government Employees
The terminated employees have been identified as Ghulam Hussain, a teacher in the Education Department posted at Government Primary School, Kalwa, Mahore, Reasi, and Majid Iqbal Dar, also a teacher in the Education Department from Rajouri.
According to official sources, both individuals were working as Over Ground Workers (OGWs) for the LeT and were actively aiding the terror ecosystem in Jammu and Kashmir.
Investigations revealed that Ghulam Hussain, who was appointed as a Rehbar-e-Taleem teacher in 2004 and regularised in 2009, was covertly working for Lashkar-e-Taiba operatives. He reportedly maintained contact with LeT terrorists Mohd Qasim and Ghulam Mustafa through encrypted messaging platforms and was involved in transferring terror funds to families of militants and financing recruitment and logistics.
“Hussain was not driven by greed alone but by ideological sympathy for terrorism. He acted as an OGW planted within the system to radicalise youth and facilitate recruitment,” investigators said.
Hussain was arrested in 2023, and investigations confirmed that he had received parcels and financial assistance from multiple conduits to fund terror activities. Officials said his role as a teacher made him a serious threat to impressionable students and the broader community.
Majid Iqbal Dar: Narco-Terror Link Exposed
The second dismissed employee, Majid Iqbal Dar, was appointed as a lab assistant in 2009 on compassionate grounds and later promoted as a teacher in 2019. Investigators said Majid was a key OGW of LeT, deeply involved in radicalising youth in Rajouri and nearby areas.
He also allegedly had links to narco-terrorism, using drug money to fund terror activities. His name surfaced in January 2023 after an IED was recovered near a J&K Bank branch in Rajouri, where police arrested Majid along with two LeT associates, Jabar and Zohaib Shazad. The group had reportedly planted the explosive device under instructions from handlers in Pakistan.
Sources said even after his detention, Majid continued to display radical tendencies and remained ideologically committed to terrorism.
“Zero Tolerance Against Terror Ecosystem”
Officials said the action reflects the Lieutenant Governor’s zero-tolerance policy against terrorism and efforts to root out terror sympathizers within the administration.
Lt Governor Sinha has repeatedly stated that those providing ideological or financial support to terrorism are as dangerous as active militants, emphasizing that peace can only be achieved by completely dismantling the terror ecosystem.
“War against terrorism is not over yet. Kinetic and non-kinetic operations must continue. We must maintain the momentum and take stringent action against terrorism and its entire ecosystem,” the Lieutenant Governor has earlier said.
The latest terminations are part of a continuing crackdown on Over Ground Workers (OGWs) embedded in government institutions, as the administration works to ensure peace, security, and integrity across Jammu and Kashmir.
