Former DJB CEO Udit Prakash Rai, Consultant and Three Private Persons Also Arrested Over Alleged Tender Manipulation and ₹1.52 Crore Bribe Trail

New Delhi, August 18: The Anti-Corruption Branch (ACB), Government of NCT of Delhi, has arrested six persons, including former Delhi Minister Satyendar Kumar Jain and former Delhi Jal Board (DJB) CEO Udit Prakash Rai (IAS), in connection with a corruption case involving alleged irregularities and manipulation in the tendering process for the augmentation and upgradation of Sewage Treatment Plants (STPs) of the Delhi Jal Board.

The arrests were made on August 18, 2026, in connection with FIR No. 10/2024, registered on May 11, 2024, at the Anti-Corruption Branch under Sections 7, 7A, 9 and 13 of the Prevention of Corruption Act, 1988, as amended in 2018, read with Sections 420, 409, 418 and 120-B of the IPC.

The six accused arrested by the ACB have been identified as Satyendar Kumar Jain, former Minister of Water, GNCTD; Udit Prakash Rai (IAS), former CEO of the Delhi Jal Board; Ankit Srivastava, former contractual consultant with the DJB; Nagendra Yadav, proprietor of M/s AN Enterprises; Raja Kumar Kurra, owner of M/s Euroteck Environment Pvt. Ltd.; and Pankaj Verma, proprietor of M/s Srijanhar.

Case Registered Over Alleged Large-Scale Irregularities

The case was registered on the complaint of the Directorate of Vigilance, GNCTD, following allegations of large-scale irregularities, manipulation of tender conditions and criminal conspiracy in the tendering process related to DJB’s STP projects.

According to the investigation, the tender process allegedly contained restrictive technical specifications and conditions favouring a particular technology provider, M/s Euroteck Environment Pvt. Ltd., thereby allegedly restricting competition and providing undue advantage to a selected private entity.

The investigation further revealed allegations regarding the non-conduct of a proposed pilot study, inclusion of restrictive conditions concerning the technology and media to be used, exclusion of essential parameters relating to treated effluent and subsequent changes in technical specifications. These alleged actions reportedly had significant financial implications for the government exchequer.

Electronic Evidence Examined

The ACB said its investigation also revealed that certain private persons were allegedly in regular communication with public servants and intermediaries with the objective of influencing the tendering process.

Analysis of electronic evidence allegedly showed the exchange of restrictive tender conditions, corrigendums and other tender-related documents, which were subsequently incorporated into the tender notice issued by the Delhi Jal Board.

The findings, according to the ACB, indicate an alleged nexus between private persons and public functionaries for influencing tender conditions in favour of a particular technology provider.

₹1.52 Crore Alleged Bribe Trail Under Investigation

The financial investigation has also uncovered an alleged flow of funds in the form of commission/bribe through intermediary entities, including M/s Srijanhar and M/s AN Enterprises.

The ACB investigation has allegedly found that substantial amounts were transferred to the proprietorship concern of accused Nagendra Yadav from entities connected with the private technology provider. Subsequent transactions allegedly resulted in the transfer of funds to government officials, including Udit Prakash Rai, the then CEO of the Delhi Jal Board, and his relatives.

The investigation is continuing to trace the complete money trail and alleged proceeds of crime.

The ACB further alleged that Udit Prakash Rai received ₹1.52 crore in his own and his relatives’ bank accounts through banking channels from M/s AN Enterprises, a proprietorship concern of Nagendra Yadav. The agency alleged that the amount was subsequently used for the purchase of immovable property.

According to the investigation, the funds transferred through M/s AN Enterprises originated from M/s Euroteck, the technology provider associated with the STP tender.

Alleged Communications Over Tender Conditions

The investigation also revealed alleged communications between Raja Kumar Kurra, Nagendra Yadav and Ankit Srivastava concerning meetings, tender conditions, corrigendums and other matters related to the STP tender.

The ACB said its investigation indicates that certain restrictive conditions were allegedly introduced or modified in a manner favouring M/s Euroteck Environment Pvt. Ltd.

Six Accused Arrested

On the basis of the material collected during the investigation, the ACB said the six accused were interrogated and subsequently arrested on August 18, 2026, in accordance with law.

The investigation into the alleged corruption, tender manipulation, criminal conspiracy and financial transactions is continuing.(KNC)
